Financial Transparency
Financial transparency means providing clear, accessible, and accurate information about how a local government manages its finances. This includes details about the budget, how revenue is collected, how funds are spent, and the town's overall financial health. Making this information available to the public ensures that residents can see how their tax dollars are being used and hold the government accountable for its financial decisions.
The goal of financial transparency is to build trust with the community by making financial data easy to understand and freely accessible. This openness allows residents to be more informed about how the government operates, encourages public involvement, and promotes responsible management of public funds. It also helps ensure that financial decisions are made with the best interest of the community in mind.

Annual Audits
An annual audit for a municipality is like a financial check-up for a city or town. Just as you would visit a doctor for a yearly physical to make sure your body is healthy, an audit helps make sure the town's finances are in good shape.
During the audit, an independent auditor (like a financial expert) reviews all of the town's financial records, such as how money is collected (taxes, fees, grants) and how it’s spent (on things like roads, infrastructure, public safety, and services). They make sure everything is being done legally, ethically, and in line with accepted accounting standards.
The goal is to ensure that the municipality is handling public money responsibly, and it helps build trust with residents because they can see that the finances are being properly managed. The audit report also highlights any areas where improvements could be made to ensure the financial health and efficiency of the local government.

Annual Budget Book
The municipal budget book is a key tool for understanding the town’s financial planning, outlining how public funds are allocated to meet community needs. It provides a transparent overview of departmental expenses and revenues, aligning resources with strategic goals. For citizens, it offers insight into how tax dollars support essential services, infrastructure, and community programs, reflecting the government’s priorities for the year ahead.
Though the budget book may appear overwhelming due to the volume of information, its structure is designed for easy navigation. In FY24-25 we began presenting the budget book in a user-friendly web format organized by department and fund, with sections detailing program budgets, performance goals, and planned projects. Each section includes narratives to explain the purpose and objectives of departments, supported by charts and tables that summarize key data trends.
To assist residents, the budget book includes a glossary of terms and explanations of financial practices like fund accounting. This ensures that citizens can fully understand the municipality’s approach to resource allocation, fiscal responsibility, and long-term planning. Ultimately, the budget book provides a transparent view of the town’s vision for the future, demonstrating a commitment to both accountability and quality of life for the community.
