Wastewater Rates

Wastewater Rate Increase - Effective November 1, 2024

To maintain a financially healthy wastewater utility, the Town of Argyle has conducted a comprehensive rate study and adopted a phased rate increase that begins on November 1, 2024. Here’s what residents need to know:

Billing and Collection

Your wastewater charges are based on your water usage and are collected by the Argyle Water Supply Corporation. These fees are then remitted to the Town each month to support our Utility Fund.

The Town did not increase their wastewater rates for over nine years between 2009 and 2018. Since then, the Town has proactively conducted Rate Studies in three-year intervals to ensure our utility rates are fair, sustainable, and capable of supporting necessary infrastructure. Rising operational costs, capital improvement needs, and inflation have driven the cost increases from the entities that process our wastewater—the City of Denton and the Trinity River Authority (TRA). In response, the Town’s recent rate study recommended an increase to cover these costs and maintain our infrastructure.

  • Effective November 1, 2024, the minimum bill will increase by $4.72, reflecting an approximately 11% increase.
  • The gallonage charge will increase from $3.48 to $3.86 per 1,000 gallons, representing an approximately 10.92% increase.
  • In FY 2024-2025, rates will increase by 11%, followed by a 5% increase in FY 2026.
  • This phased approach aims to ensure the utility remains self-sustaining while minimizing long-term financial impacts.

The wastewater fund is a proprietary fund, which means it operates like a private business, solely funded through user fees rather than general taxes. This setup ensures that only users of the service bear the costs associated with it, including necessary capital improvements and debt obligations.

To maintain stability and support future infrastructure projects, the rate study developed a five-year financial plan. Without adjustments, projections indicated a potential loss of $350,000 in FY 2025 and up to $1 million by 2029. By increasing rates, the Town aims to preserve a healthy reserve, allowing us to cash-fund upcoming projects and meet new demands on our wastewater infrastructure, which is expected to handle 160 million gallons in FY 2025 and 192 million gallons by 2029.
